 LOCATION:  Division of Animal Health, Ewing, NJ

JOB DESCRIPTION

Under the direction of the Director, Division of Animal Health Laboratory Services, in the New Jersey Department of Agriculture, develops, implements, and evaluates veterinary pathology services to study nature, cause, and development of animal diseases; applies existing theory, literature, and research findings to define casework, collects data, establishes facts, and draws conclusions; supervises, coordinates, and conducts detailed necropsy examinations (autopsy on animals), biopsy examinations, microscopic examinations, and analyzes bodily fluids to diagnose presence and stage of diseases in animals and probable sources of disease or infection; determines appropriate routines and specialized adjunct laboratory/diagnostic test procedures necessary to establish a case diagnosis, selects/collects appropriate specimens for diagnostic procedures for all support laboratories; plans, organizes, and directs animal cruelty investigations and disease outbreak investigations;  documents legal cases as appropriate for admission in court, acts as a witness in the prosecution of alleged law violations; manages veterinary pathology autopsy program: co-ordinates testing schedule; develops work plans; determines, resource needs; supervises, trains, and directs subordinate staff; evaluates program operations and performance to meet objectives, adheres to specific guidelines/regulations (e.g., animal disease regulatory programs) and disposes casework accordingly; supervises and operates equipment required to perform duties: microscopes, necropsy equipment, and other laboratory equipment; develops and updates pathology section SOPs ensuring compliance with quality assurance programs and laboratory safety in the pathology section; coordinates the disposal of animal remains and disinfection of necropsy premises and other areas per rules and regulations; plans, organizes, and conducts the development and implementation of educational and outreach programs e.g., makes public speeches, promotes laboratory services, develops posters and presentations for professional meetings, prepares work-related reports/studies in professional journals etc.; acts as lead consultant and provides assistance to agents of livestock, poultry and other allied agricultural industries, private veterinarians, county extension agents, vocational agriculture teachers/students, state and federal regulators, and other stakeholders; prepares and supervises preparation of comprehensive veterinary medical reports to veterinarians regarding case investigations; performs other related duties as required.

 

 EDUCATION: Graduation from an accredited College of Veterinary Medicine approved by the American Veterinary Medical Association (AVMA) with a degree of Doctor of Veterinary Medicine, or completion of the training program administered by the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the (AVMA), or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in any (AVMA) specialty board.

VETERINARIAN 3 EXPERIENCE: Four (4) years of experience in the field of veterinary medicine or animal disease control, one (1) year of which shall have involved supervisory responsibility or the training and assignment of subordinate staff. SPECIAL NOTE: Residency training in veterinary anatomic pathology is preferred.

OR

VETERINARIAN 2 EXPERIENCE:  Three (3) years of experience in the field of animal disease control or laboratory diagnostic work. SPECIAL NOTE: Residency training is not required, but experience performing necropsies on a variety of animal species preferred.

LICENSE: Candidate must possess a passing grade, as determined by the test sponsor, on the National Board Exam and the Clinical Competency test or equivalent test, or passage of the Educational Commission for Foreign Veterinary Graduates (ECFVG) of the American Veterinary Medical Association (AVMA), or the Program for the Assessment of Veterinary Education Equivalence (PAVE) of the American Association of Veterinary State Boards (AAVSB), or achievement of diplomat status in any (AVMA) specialty board. The Appointing Authority is responsible for verification.

Candidate will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

AUTHORIZATION TO WORK:  Selected candidate must be authorized to work in the United States according to the Department of Homeland Security, United States Citizenship, and Immigration Services regulations. 

NOTE:  The State of New Jersey does not provide sponsorships for permanent residency to the United States or work visa.

IMPORTANT NOTICE

 Effective September 1, 2011, NJ PL 70 (NJ First Act), requires all NJ State Employees to reside in New Jersey, unless exempted under the law, or current employees who live out-of-state and do not have a break-in service of more than 7 calendar days, as they are "grandfathered." New employees or current employees who were not grandfathered and who live out-of-state have one year after the date of employment to relocate their residence to New Jersey or request an exemption.  Current employees who reside in NJ must retain NJ residency, unless an exemption is obtained. Employees who fail to meet the residency requirements or obtain an exemption will be removed from employment.
